1. When is city hall open?

Monday through Friday, 8 am to 5 pm, except for federal holidays and weather emergencies.

3. Where do I apply for a dog license?

They can be obtained through your local veterinarian or Dog licenses are handled by the city clerk's office. You need to show proof of the rabies vaccine given by a licensed veterinarian. The license fee at City Hall is $5.

For Dog license, five dollars for a non-spayed female or non-neutered male. There will be no license fee for a spayed female or a neutered male. It shall be the responsibility of the owner of any spayed female or a neutered male to keep and provide upon request, proof that said the dog has been spayed or neutered. There will also be no license fee for dogs owned by persons sixty-five years of age or older.

Cat License

Any person residing in the city and owning or having in his or her possession any cats shall obtain a license as required by this chapter of the Carthage Code. There shall be a charge of five dollars for a non-spayed female or non-neutered male. Licenses for the keeping of cats shall expire annually on the anniversary date of its issuance. There will be no license fee for a spayed female or a neutered male. It shall be the responsibility of the owner of any spayed female or a neutered male to keep and provide upon request, proof that said the cat has been spayed or neutered. Further, each cat must be vaccinated for rabies. There will also be no license fee for cats owned by persons sixty-five years of age or older.

4. What is the Limit of Dogs and Cats?

No more than five dogs and cats, and no more than three of this number being dogs, shall be kept at any individual, commercial, industrial or residential unit within the city.

5. When do you declare a snow emergency?

A snow emergency is declared after a snowfall of more than three inches. Plowing starts on the snow emergency routes first and then goes to side streets.

6. How do I schedule a large item pick up with my trash service?

Republic services will pick up one large item (along with your regular trash), but you must call them at 800-627-1717 and let them know in advance.

Bulk waste includes items that are typically too large to be disposed of in your regular curbside trash container. To help you get rid of these large items, Republic Services offers easy bulk trash pickup for recycling or disposal, so you don't have to haul them to a landfill.

Bulk items typically include:

3. Rugs
4. Mattresses
5. Large Appliances without Freon

7. What are the operating hours of the Recycling Center?

1. Where can I ride a Scooter?

E-Scooters cannot be ridden on sidewalks and must be ridden on streets or in designated park areas. During the initial Phase 1 period in June, the scooters can be ridden in Carter Park, Griggs Park, Fair Acres, Municipal Park, and Kellogg Lake Park. There is also a designated route that connects most of the parks and a route for the Historic District downtown. See the map for routes and parking areas.

2. Who oversees the E-Scooters located in Carthage?

The private company, Lime, operates and maintains the devices currently permitted in Carthage. This company is the only shared mobility device company allowed to operate in Carthage at this time.

3. How old do I need to be to ride?

Riders must be at least 16 years old.

4. Is a helmet required to ride?

The use of a helmet is strongly encouraged but is not required by law.

5. Can my child or friend ride with me on the same device?

No. Only one rider per E-Scooter is allowed.

6. How do I use an E-Scooter?

Visit the Lime website / mobile app to sign up to use the E-Scooters. Additional information about the price and operation of the devices is available when using the mobile app.

7. Where should the E-Scooters be parked?

Designated parking areas are located on the map and can be viewed on the Lime app.

8. How do I report E-Scooters that are broken or left on my property or in another inappropriate location?

Report the broken or illegally parked device directly to Lime. Please use the Lime mobile application or you may also email Lime Support or call 888-546-3345. If a scooter is parked on your property, you may also simply move the device to an appropriate location.

9. Are there special discounts available?

Yes. There are some income-based reduced rates, as much as 70% in some cases. This information can be found on the Lime Access page.

10. Is it true that I can earn money with Lime?

Yes. You can register to be a "Juicer" on the Lime website.

You will earn money each time you charge a scooter. Chargers can be picked up at Visit Carthage, located at 116 W 3rd Street. Or call 417-359-8181.

11. How many mobility devices are located in Carthage?

Lime has deployed a fleet of up to 60 scooters. These devices are equipped with GPS technology to track and manage the fleet's operations. The City will consider allowing Lime to increase the number of devices in their fleet after Lime submits a written notice to the City and in times of population increases like Marian Days or Maple Leaf Festival.

12. If I am a motorist, what do I do if I encounter a Scooter Device on the roadway?

Continue to obey traffic laws and be mindful of E-Scooters and their operators. Motor Vehicles must share the road with all street approved modes of transportation including E-Scooters, Bicycles, and Electric-Assist Bikes. E-Scooter Drivers must also obey all traffic laws while operating the devices.

2. How can I get reimbursed for a portion of the cost of having my sidewalk replaced?

Contact our office and fill out a Sidewalk Participation Request form. We will visit your property and obtain measurements. Once eligibility is determined, you will then receive a letter in the mail letting you know how much your reimbursement amount would be. The complete sidewalk from property line to property line must be replaced in order to qualify, and there is a maximum reimbursement amount per property per year. There is a yearly budget limit for this program, and all reimbursements are subject to funds availability at the time of project completion. Only the sidewalk that runs parallel to the roadway at the street edge of a property is eligible for reimbursement.

3. How do I get a Certificate of Occupancy?

Contact our office and speak with a Building Inspector to discuss your project and to schedule an inspection when applicable.

4. How do I replace a broken poly cart?

Contact Republic Services at (417) 358-6999 or 1-800-627-1717 if you have a broken or lost poly cart. They will need your address, phone number and what is wrong with the poly cart. Delivery of a replacement poly cart usually takes about a week. At time of delivery they will take the broken poly cart.

6. I have an old garage/outbuilding on my property. What do I need to do in order to tear it down?

If there are no utilities ran to the garage/outbuilding (electric, water, gas, etc) then it can be demolished without a permit. If there are any kind of utilities ran to it, contact our office for a pre-demolition application. The application has contact information for the various utilities and a place for each of them to sign off once disconnects are completed. Once the form is complete, you or your contractor may return it to our office and obtain a demolition permit.

7. If I place an old couch, chair, mattress (bulky item) at the street curb will the trash company pick it up?

Before placing an item at the curb you will need to call and set up a bulky item pickup with Republic Trash Services (800-627-1717). Republic usually schedules pickups for Monday, please call by Friday for the following Monday pickup.

8. My neighbor's electricity was disconnected and they are still living there. What can be done?

Contact our office at 417-237-7010. All residences inside the city must have electricity, water, and sewer service to be considered inhabitable.

9. What Building Code / Electrical Code is currently being enforced in the City of Carthage?

Currently the City of Carthage enforces ICC 2018 Codes and the 2017 National Electrical Code. If you have any questions, please contact our office and speak with a Building Inspector.

10. When does the height of the grass and or weeds in my yard become a violation?

Grass or weeds above 8 inches are subject to violation.
